Overseas sailing ships and Estonian ships Suur Tõll, Lembit, Kalev, Torm, Blue Sirius, Jahta, Runbjarn, and Jõmmu are open to the public. Pleasure trips on small sailing boats Robinson and sea-going dugout canoes, inflatable trampoline „Pirate ship“, inflatable diving pool, exhibition of the Estonian Maritime Museum;  tents of the Estonian Maritime Administration, Nautical College of the Estonian Maritime Academy, Ministry of the Environment, Tallinn Department of the Environment, Environment Inspectorate and Ministry of Agriculture. On the quay, there are tents offering food and drinks.

Sea promenade

14.00         „Dannebrog, Pitka and emperors” – a sea promenade performance staged by Ain Mäeots on the beach of Tallinn. Assembly point in Kultuurikatel (Põhja blvd 27a). Tickets from Piletilevi starting 12 June (100 EEK).
10.00-17.00    „Sea of bubbles“  in the Energy Centre (Põhja blvd 29)
13.00-19.00     Exhibition „The sea unites“ in Kultuurikatel (Põhja blvd 27a)
15.00-20.00    Boat trips between two ports. Ships depart according to the usage of their capacity, ticket 30 EEK (free of charge for children below 1 m).
15.00-19.00    Every hour on the hour conference bike transfers from the Admiralty to the port of Lennusadam, ticket 15 EEK, free for children accompanied by parents. Assembly point by the Admiralty information booth.

Estonia’s business climate changes

Today will bring last years’ record amount of law amendments, which affect all entrepreneurs mostly painfully, Äripäev reports.

The new Employment Act is some consolation besides VAT and excise duty increase, if unemployment insurance fee will be increased more than once.

Märt Riisenber, the chairperson of OÜ Kehtna Mõis’ management board said that his family is most affected by VAT and fuel price increase.

“Well, regarding sick benefits you hope that health stays fine and illnesses stay away,” Riisenberg said.

When Riisenberg thinks as an entrepreneur, then he demolishes increase of VAT and excise duty.

“I don’t think that single measure that comes to force today helps to enliven the economy or makes exiting economic downturn faster. This is nothing else but batching financial holes caused by previously made mistakes in the budget policy,” Raul Eamets, the professor of economy at the University of Tartu said.

What and how will change today?

Today the Employment Act comes to force while the Salary Act and Working and Rest Time Act become invalid.

Unemployment insurance

* The benefit on first 100 days will decrease from 70 to 50 pct of average salary and from 101 to 360 days it’ll be 40 pct of salary instead of 50.

* Yesterday the supervisory board of the Unemployment Fund proposed increasing the unemployment insurance fee to 4.2 pct. On June 1 it was increased from 0.9 pct to 3 pct.

* Layoff costs will become lower for the entrepreneurs. Company pays 1-month salary and the Unemployment Fund pays the rest of amount.

* Obligation to pay daily allowance, when business trip is internal, will disappear. Minimum level of accommodation costs and restrictions to business trip’s other expenditures will abolish.
 
* Paying benefit to those, who have left on their own initiative or mutual agreement has been postponed until 2013.
Excise duty

* Excise duty on petrol will increase by 10.8 pct and on diesel by 12 pct. One litre of petrol should become 72 cents and diesel 73 cents more expensive. The price increase may be EEK 1 per litre when VAT increase is included. 
* Excise duty on natural gas will increase. Previously the excise duty was EEK 157/1000 m2, then from today its EEK 367/1000 m2, plus 20 pct VAT. Amendments will bring 5-6 pct price increase to the clients of Eesti Gaas. 
* Exemption of excise duty will decrease from 200 to 40 cigarettes and from 250 g to 50 g of tobacco and chewing tobacco from outside European Union. 
* Environmental taxes increase by about 20 pct. Fee for storing non-hazardous waste will increase from EEK 156.5 to EEK 188 per ton, storing oil shale ash and semicoke will increase from EEK 15.65 to EEK 18.78 per ton.
Salary cut

 * The salaries of higher state officials, all police officers, rescuers (talks are ongoing), border guards and members of armed forces and conscripts allowance will decrease by 8 pct.

* Teachers will face 4 pct and prosecutors 6 pct salary cut.
 Traffic Act

* The new Traffic Act says that driver with at least 1.5 p.m. will always become a criminal. When officer observes that person was acting inadequately (fell, staggered etc), then he may cast a criminal matter upon driver with smaller intoxication. The fine for 0.5 to 1.5 p.m. intoxication is up to EEK 18,000 or officers may take driver’s licence for up to a year. Intoxication of 1.5 p.m. of more will automatically bring criminal process.

Allowances and subsidiaries

* From today a parent who stays home with their sick child doesn’t get 100 pct, but 80 pct sick allowance. If employee is sick, then employer pays from 4 to 8th day. The Health Insurance Fund would take over from 9th sick day. Benefit is 70 pct of last year’s average daily taxed income. 
* Mediators of rental workforce must be registered in the register of economic activity. 
* EEK 3000 funeral allowance will disappear.

VAT

* Will increase from 18 to 20 pct.
* The state hopes to collect EEK 800 mln with that move – that is EEK 100 a month per citizen.

Student loan

*  The state no longer erases parents’ student loan. So far the state partially erased student loan of people, who had child up to 5 years old. It’ll be partially erased for parents who have filed an application before today. The same system applies to the state official.

Production of industrial enterprises decreased 30%

According to Statistics Estonia, in May 2009 compared to May of the previous year, the production of industrial enterprises decreased 30%. The steep decline in industrial production that had started at the end of the previous year continued in May.

When in December 2008 the decrease in production was 22% and in January 2009 26%, then since February the production decreased about 30% compared to the respective month of the previous year.

The situation in manufacturing was more or less the same as in previous months — the production fell about one third compared to the same month of the previous year. The main reason causing the decline in production was the insufficient demand both in domestic and external markets. The sales in external market fell 37% compared to May of the previous year, the sales in domestic market decreased 32%.

The production decreased in all branches of manufacturing. Compared to May of the previous year, the manufacture of chemical products fell more than a half. The production of most basic chemicals was stopped related to the price decrease in the world market. The manufacture of building materials, machinery and equipment and motor vehicles decreased more than 40%. The manufacture of electronic products, wearing apparel, metal, plastic and paper products, repair of machinery and equipment fell more than 30%. The decline was the smallest (4%) in the manufacture of pharmaceuticals and in the branch holding the largest share, i.e. the production of food products (7%), which is predominantly oriented to the internal market consumption.

In May compared to May of the previous year, the production of electricity decreased 15%. At the same time imports of electricity increased 46%. Most of the electricity was imported from Lithuania. The production of heat decreased 26%.

In May compared to April, industrial production increased 1% according to the seasonally adjusted data.

May retail sales 307 MEUR

According to Statistics Estonia, in May the retail sales of goods of retail trade enterprises were 4.8 billion kroons (0,3 billion EUR), which was by 16% smaller at constant prices compared to May of the previous year.

The decrease in the retail sales was most influenced by the stores selling manufactured goods, where retail sales decreased 23% compared to May 2008. The greatest decrease was recorded in the retail sales of non-specialized stores and other specialized stores. The decrease in stores selling textiles, clothing, footwear and leather goods deepened compared to previous months. In these stores the retail sales decreased 23% compared to the previous year. The decrease in stores selling household goods and appliances, hardware and building materials slowed down to some extent. The retail sales of these stores decreased about one fourth during the year.

Compared to May 2008, the retail sales of goods decreased in most economic activities except the retail sale of second-hand goods in stores and other non-store retail sale, where the retail sales grew by a tenth. The growth in the retail sales of these stores does not significantly influence the retail sales of goods, because the share of this economic activity is very small, 1% in May 2009.

Consumers are continuously hesitant and restrict their daily expenditure. The consumer confidence indicator of the Estonian Institute of Economic Research has somewhat improved during the last months, but it has not brought along the increase in purchases. The retail sales in grocery stores decreased 9% compared to May of the previous year.

Compared with April, the retail sales in retail trade enterprises increased 3% at constant prices.

In May the revenues from sales of retail trade enterprises were 5.7 billion kroons, out of which the retail sales of goods accounted for 85%. Compared to May of the previous year, the revenues from sales decreased by a fifth at current prices. Compared to the previous month, this indicator increased 3%.
